I am looking for a free image editor for OS X Mojave. Something like Photoshop. I need to touch up some images, like to use the clone stamp to remove some lettering from a picture of a van.

Is Gimp still around? Or anything better/easy to use for a beginner?

Photos- which is the native Apple program that is included in your OS- is a pretty good photo editor.
It will do most basic functions (although from memory you may have to enable some of the tools to see them)
For removing lettering, the retouch tool will do it.
Adjust size of brush, wipe over letters and it blends it out of the background.
It is fairly complete and unless you want to do something advanced you probably won't need anything else.
Preview also has a good set of tools and can be used for a lot of quick fixes too.
