To get something that clean looking, there is no "manipulation" of any photo. They imported it into Illustrator (or any vector based program) and created a custom vector of 2 faces, added some gradients and transparency.
What specific type effect are you referring to? There's really not much to it.
The only thing might be finding a similar typeface, outline it and then just tweaking it to your liking.
