Imessage activation issues

Hey there! I have been having this issue now for over 3 weeks. First I had the issue on 14 Pro Max on 16.4-16.7. At first I thought it was an old update. Bought 15 Pro Max yesterday and updated it to ios17, the issue still exist. I spoke to provider and everything is ok from their side. I am not running Beta. I did try changing phone number in phone settings, signing out & in of icloud, restarting phone and etc…

In my case it was the carrier.
