iMessage cloud Sync Issue

After a few weeks my phone messages still hadn't indexed, so I went in and clicked the service on/off and it downloaded messages to phone. Problem is now my phone is full, and the backup also went from 20 to 200gb (so restoring and snycing is no longer a good option). How do I get sync to offload these older messages now and work properly without deleting them permanantley?
