iMessage doesn't work to Email address

hi

if i send iMessage to my telephone number from same phone, it works fine. i get txt right away.

If i send iMessage to my apple id which is also my iCloude id and also set as "receive message at" under iMessage setting, It does not work.

Txt message is keep saying "sending" and does not go and i dont receive that txt too. just stays in sending status for 30 mins.

does anyone else have same problem or fix for this?
