iMessage not working locked screen Siri

New iPhone 11 with iOS 13.6
I use a helmet communicator on motorcycle and could always send and receive text messages and make phone calls.
Now with new phone I can make calls but when I command to play last text message it says, you must unlock Screen first.

I have looked over everything in settings and under Siri settings and on iMessage it’s set, turn on to use on locked screen

Any ideas?
I guess I will have to keep screen unlocked while I ride

Do you have preview for Messages enabled?

Do you also have reply with message enabled in the Face/Touch ID & Passcode area of settings?

there must be another road block somewhere Why it’s not working with the screen locked.
Like I said access to directions, phone calls , other Siri things all work with the screen locked

I think I have it fixed.
I found out I was not doing a hard reset correctly.
I had to hold the right side button until the Apple logo came on
Reset worked
 
Okay.... Now lock your phone and ask Siri to read you a text message that you received. What happens? Does Siri read the message or does she ask you to unlock your phone first?

All I know is I followed all the steps and was able to send a text while riding my motorcycle through my helmet communicator like before.. Since the iOS 14 update, downgrade I was not able to do it.

Were you able to get a text read to you when the phone is locked?
 
Ok so sorry, I just found out the reason I said it worked was because I had a gps app running and must of kept the phone unlocked. I tried it earlier without the app running and it it didn’t work on locked screen. I give up

It's a change (either on purpose or due to a bug) in iOS 14 it seems:

Siri requires phone to be unlocked

Siri now requires the phone to be unlocked to have her read text messages. On IOS 13 I was able to use my phone Hands Free to read and reply to text messages while driving. I would say "Hey Siri", "Read my last text message" with the phone locked and Siri would read my last text message. Now...
