Odd situation maybe, but if you have a Droid phone, and an iPad, is there a way to register the the phone number assigned to the Droid with iMessage so that when someone texts the number, it would come thru on the Droid, and on the iPad through iMessage?

No, you'd have to use an email for the iMessage.

Short answer: No.

If you want to setup an easy way to receive calls and texts on both your iPad and Android devices, you could look into the Hangouts app, or any one of the VoIP apps out there. Google Voice does a pretty good job of syncing my texts and call logs between all of my devices, using the Hangouts app.

You can also create an Apple ID (email address) for iMessage which will allow you to use iMessage to text/FaceTime/FaceTime audio any Apple device. There is no way for your droid to sync with this method though. If you want them to sync, you'll need to look into a third party VOIP solution.

The only way that a phone number gets attached to an Apple ID is by signing in on an iPhone. Without an iPhone, iMessage will be all with the Apple ID.
