iPhone imessage photos D/L not working

I have a new 11 Pro on iOS 13.1.2 and imessages is not getting photos in imessages sent to me. I can send pics no problem but texts I receive have just a box with the name of the image. E.G. img-4799 i imagine the whole thing in a box and the i inside a grey circle.
Have checked,unchecked, logged out of icloud, imessage, just about everything I can find and nothing changes.

Help?

After getting some other folks to send me photos via iMessage, it would seem that the person who sent me the photos that did not show up is where the problem lies.
