when I send an iMessage to my neighbor using the 10 digit phone number in my contacts file I get a 'message failed' notice saying to resend using a valid 10 digit number. It looks like a '1' has been added to the number in the text although it isn't in my contact for this person. I turned off 'dial assist' in settings > phone but that didn't help .....

I recently applied 10.14
iPhone 11 max pro

I don't know. this is the first time I have initiated a text to someone in a long time. replying to message strings works as it should.

This sounds like it's applying the country code. +1 is the country code for the US and proceeds the 10 digit number. Might add the +1 to your contact. It won't hurt.
