You just pull the notification down and it'll do the same thing as force touch.
Not from the lock screen, it just bounces back up.
Make sure you go into Message settings and turn "Message Preview" ON
You also swipe left and click view and you can reply that way too.

Thanks for the reply, so for 3D touch supported devices, the only option to quick reply is the 3D touch press and left swipe only shows clear button without the view button.On devices with 3D touch - you 3D press to bring up the quick reply. You slide to the left to Clear.
On devices without 3D touch - you slide to the left to get both View and Clear. View brings up the quick reply.
Both methods - sliding right brings you into Messages.
