iMessage Send as SMS option

Is this working for anybody if you turn it off, that the messages are not going through?

it works, it takes about 5 minutes after the iMessage is sent. if it's not delivered within 5 minutes, it will send as text.

i turned off 'send as SMS' option because i send iMessages internationally, so i don't want to be dinged for text.
