When I go to iMessage under settings, the toggle is switched off, but under it it reads, "iMessages can be sent between iPhone, iPad, and iPod touch." as if I were signed in.
I know that, because I used to be signed in and it showed the same message, but after trying to troubleshoot a "not delivered" error everytime I tried to use iMessage, this was the result.
Now, everytime I try to toggle it on, it just goes straight back to off, without ever actually turning on, so it doesn't give me the option to sign in again.
There is no issue like this with facetime, although facetime, too wasn't working.
I've tried restarting, resetting, and resigning in on imessage, icloud, store, you name it.
