I've tried all the typical steps, turned it on and off, reset network settings, hard reset, etc. Any advice?

I had a similar problem. Couldn't activate iMessage and FaceTime across all my devices. Apple support couldn't do it, even opened a ticket with the advanced support.
Setup as a new phone did the trick.
A pain but it did work.
YMMV.

I set up as new phone and went through all the steps on that site and nothing. Called apple care, nothing.

Fixed itself 6 or so hours later.
