iPhone X iMessage

so sometimes when I send a iMessage or receive a iMessage but don’t have data on I will get a normal sms but then I will also receive a iMessage when data is switched on is this normal ? According to a friend who has had a iphone way longer than me says it isn’t, if I send a message it should either go through as a sms or a iMessage not both and same for receiving I should either get a sms or a iMessage ? Any help would be appreciated, thanks

In the settings there is a toggle that says something like "Send as SMS" try toggling that off.
