All Devices iMessages not syncing between iPhone and iPad mini

I have a parent who using a SE and iPad mini 5 with the latest release of iOS 13. The problem is iMessage is not syncing between both devices. He isn't seeing most of his older messages on the phone, and he isn't getting new messages on his iPad mini.

I had him sign out of messages and iCloud ob both devices and made sure iMessage cloud was toggled on for both devices (it is off by default). The "start conversations from" looks correct with his phone number checked etc.

Anyone have any ideas how to get syncing working?

Also having the same issue with iPad and iMac. On two or three occasions, I've received old messages that were since deleted after people sent them 2 weeks ago (iCloud messages). If I delete on my phone, it doesn't delete on iMac. I've signed out of iCloud on all devices and signed back in, but problem still exists.

Have you checked if iCloud sync is turned on on both the devices?
