Is there any PC software that will allow you to create a new gallery on the iPhone and import images into it without using iTunes?

Not exactly what you want, but you can buy iFiles (iTunes store), then using WiFi transfer pictures, docs, music & movies in and out of iFiles from your PC.

Won't store them in picture gallery.
