I just did a fresh install of Big Sur. I want to import or merge the backup of my Photos library file with new empty default Photos library file.

In Photos, I go to File > Import, but it won't let me choose the backup Photos library file.

How do I get the photos in my old Photos Library into the new one? (and I only want to have ONE Photos library)
 
If the New Library is empty - you can just open the old library with the Photos 6 (Big Sur Version) and it will create a new library

Hold the alt button down while opening Photos 6 - this should give you a pop up menu to choose a Library - and then navigate to the old library and open the old library - it should create a new Photos 6 library from the old library

Might be a good idea to have a back up of the original library - or make a copy to use for the import

That seemed to work much better than whatever happened the first time around. I did as you suggested, it upgraded my old file to the new version. I then quit Photos, and replaced the default file with the newly upgraded file. Re-opened Photos and everything appears to be as it should.
