imported iTunes Purchases

I generally download all my iTunes purchases "Movies" and keep them on an external drive and whenever I upgrade my Mac just reimport it all whilst leaving it in it's current location.

But when I go into iTunes purchased "Not in my library" section in iTunes it will show content that is purchased and in the local library as not there.

I am on El Capitan and using iTunes 12.7.0.166
