I downloaded some drum loops( .WAV ) and when I add them to my song I can't change the tempo. Is tehre anything I can do to fix this, or is there a way to convert these loops to APPLE LOOPS.

You should be able to change the quantize timing by ctrl-clicking on the loop (or maybe i'm thinking of SoundTrack, ahh yes that's right I am :) )

You can convert the loops with Apple SoundTrack Utility also which comes with SoundTrack.

Looks like you have already outgrown the features of GarageBand (wasn't that hard really).

Time to switch up to a half descent program like
Ableton Live 3 (My personal favorite) or SoundTrack (or one of the DAW's (Logic, Cubase, Performer, ProTools)).
