I am noticing a problem in picking up a call on iOS 9.1

Suppose if a call comes and keeps ringing for sometime, the screen blacks out. The phone is still ringing though. So I click the home button and unlock the phone, but there is no way I am able to pick up the call.

So I quickly go to phone app and nothing. Then the call becomes missed call and then it appears in recents log.

This has happened on 6S which is on iOS 9.1 and 5S on iOS 9.2 B2

Anyone facing this issue?

Did this problem start with 9.1 or since 9.0?
In iOS 9 the screen doesn't light up when you get notifications (such as a phone call) if your iPhone is face down or in your pocket.

In iOS 9 the screen doesn't light up when you get notifications (such as a phone call) if your iPhone is face down or in your pocket.
Phone is in my hand. It's like, lockscreen timeout is triggered even if a call comes. Lockscreen screen off timeout should be disabled when a call comes.
