So I assumed that I could share an iCloud folder with another iCloud user to collaborate _but no_ it's really only documents on a document per document basis. That's somewhat useless especially for tracking broad projects.

I wonder will this feature eventually arrive.

Meantime I need a workaround. Sharing iCloud credentials is messy and dangerous but I have considered seeing up a new apple ID for the sake of multiple users having access. I don't like this idea and might be too messy to implement with all the new security layers.

Excluding the big players, Google, dropbox - is there any player out there that is NSA proof and privacy equivalent to Apple or more.

iCloud is designed a personal user syncing system (your files on your devices) and not a collaboration system. Don't see Apple opening up any type of iCloud sharing of Folders/Flies since that goes against Apple's personal security first attitude.

Box.com? One Drive? Both can be accessed from apples new files app in iOS 11. You could set up your own cloud with a Nas from synology or Qnap.
