Improved sidebar, smoother scrolling?

Does this text regarding sidebar, smoother scrolling on 11:56 relates to some specific app, or MacOS in general?

It refers to the "Project Catalyst" apps. So Home, News, Reminders etc

Scrolling is a bit chunky in the built in Catalyst apps on older Macs in Mojave. (Stocks, News, etc.). They're probably referring to this having been fixed.
