If I make a in app purchase such as live traffic from Navigon and for some reason I have to restore my phone or it gets replaced and I don't back up my phone... Will I still be able to download the in app purchase for free?

Is it like a iTunes app once you download it, its free after that?

Yup, as long as you are logged into your iTunes account from an authorized device you will be able to re-download in app purchases for free.

You will need to "repurchase" the add-on within the application, but you will not be charged if you already purchased it.

I have an application for which I purchased an in-app upgrade, and to check this out, I deleted it and downloaded it again. The App Store seemed to know that I had upgraded, and I did NOT have to download the upgrade again. It came across, upgrade and all. I can't say whether this is the way it happens always, but if so, you won't have anything to worry about or even remember about the upgrade when you reinstall.
