in Safari... when I changed it my Safari seems the same... there aren't any "tabs" ever, are there? so what's the difference?
 
Tabs are only available on the iPad version. Have you looked at other iPhone browsers? Such as Atomic Web Browser.

If you select "Background", then clicking on the link launches it in a new page, but doesn't move you there (instead, it puts it behind the page you're on...in the background).
