in order to get the $800 trade-in credit towards 15 Pro Max on Apple.com, which one of the three carriers has the cheapest monthly plan requirement? (the $800 via statement credits, of course)

the user will use very little data each month(never more than 1gb).

That depends on what you got to trade in. AT&T generally is the cheapest as they allow you to be on their lowest unlimited postpaid plan and still get the same trade in offers as the highest plan. I don’t know AT&T trade in values this year though.

Regardless, I understand you might want to save some money but choosing carrier based solely on price is not always good. You should choose whichever works in places you frequent and where you live otherwise it’s useless and literally money wasted.
 
I ran this analysis last year when I got my wife a 14 Pro and the cheapest overall option (considering total cost over a 24 month period including the phone, service cost, and any rebates or credits) was Mint Mobile (operates on T-Mobile network). Like around $900 cheaper over the 2 years.

Most of the "deals" are the carriers getting you to sign up for their expensive monthly plans, generally not worth it unless you have extreme mobile data usage, a ton of phone lines (maybe), or some combo of those scenarios.

It appears that you have to trade in an iPhone 13 or later to get the max trade in value on the AT&T deal
 
I have Visible for my second and third phone. $25 per line. No tax no bs. Cancel anytime. Tether and international calls. On Verizon network. No problem with speed even inside a stadium with everyone using their phone. And no. I don’t work for them. Just a happy customer.
