After updating to IOS 12.4.5 I’m unable to download new apps. A message appears saying there’s insufficient space, but Settings>General>iPhone Storage shows there is enough space. Freeing up even more space hasn’t helped, nor has a hard reset.

I really don’t want to restore from a backup and risk further issues, especially when I have no reason to believe that would even address the problem.

Any help appreciated.
 
I’ve had the excess “Other” storage problem for a long time, but it seems much worse since the upgrade.

If I delete my Safari history and website data will I lose all of my open windows? I have a lot I don’t want to lose.
