We are about to purchase a copy of CS 4 Design Premium and I need to double check my suspicions about the licenses included. Does CS4 allow users to install the software on up to 2 computers?

Don't know if it matters to you, but CS5 is due to ship sometime in May.
 
CS4 allows two computers used by the same person (non-concurrently). If multiple people use the computers, multiple licenses are required.

Yes, but you can use them at the time as you can activate two times before you need to deactivate one of the former two it activate it again on a third machine. So technically you can install it on as many machines are you like, but only 2 can be activated at the same time.
