sometimes when a contact calls me, I get a button to tap either answer or decline, but sometimes, it shows a sliding visual element for me to slide to answer

now the problem with that is, I don't know how to decline a call when that happens, I like the green / red answer / decline icons more

how to always have those and why is it changing between them randomly?
 
If your phone is awake when the call comes in, you have the 'Decline' option. If your phone is locked you will get the 'Slide to Answer'.

To Decline a call (do one of the following):
--Press the Sleep/Wake button twice quickly.
--Press and hold the center button on your headset for about two seconds. Two low beeps.
--Tap Decline (if iPhone is awake when the call comes in).
