I get this message sometimes when receiving calls on my iPhone. I do not have call forwarding on, I even turned it on and off to see if that would remedy the situation. The message seems to be innocuous, but annoying.

I don't know if the two issues are related, but sometimes when dialing the iPhone and dismissing the call (or not picking up), the caller is not sent directly to voicemail, rather they are asked to reenter the phone number of the voicemail box they are trying to reach. If they do so, they get my voicemail.. but I would have to imagine this would confuse most callers.
 
Well, its a service issue, not a phone issue. To me it sounds like you are on a rather dated rate plan. Have you called ATT yet?
 
I just got the same thing! First and only time and I'm not sure what it meant (got when an incoming call was coming in)
 
I had a feature added to my phone that tells me when I am off the AT owned network and on a partner. Without this feature added, you would never know which is the idea of nation wide - but I wanted to know. It replaced the ATT logo with "Off Network..." - and it scrolls! lol

Anyway. I noticed this messages to, but only when I am off-network, and I still get calls too.
