An incoming call icon which had a slight animation appeared on my screen instead of the phone ringing.

I was not on Do Not Disturb.

As soon as the icon disappeared, I went to the Recents tab on my Phone app, and sure enough, there was a missed call.

I don't recall seeing this icon before.

Anyone know what it means?

I don't understand your question. You answered it with your post.
Did you read my question correctly?

I was not on Do Not Disturb (or any other Focus, for that matter) when this little animated incoming call icon showed up. Calls that had come in before this one rang normally.

I may have inadvertent swiped away the incoming call banner. In my case, it would have been the full-screen incoming call screen. I don't use the incoming call banner; I use and like the full-screen incoming call view.

I think the icon shows up for contacts that can‘t break through your Focus mode setup.

Confirmed: iPhone unlocked, incoming call silenced by pressing the sleep/wake button one time will present this icon.
