iPhone 8/Plus Incoming Call Pops Up Then Disappears

I was on my iPhone 8 in Safari, and an incoming call popped up. It popped up for a couple seconds, and then just disappeared. A few minutes later, I get a voicemail notification from the same number so apparently they did not just hang up. I suppose it is possible that I somehow accidentally pressed 'Decline', but has anyone else experienced this?

Do you have an apple watch by any chance? I have had the same issue and the apple watch was the culprit !
