I thought they don’t take up the entire screen now. Is there a setting I missed or something?
 
Check settings -> Phone & see what incoming calls is set to.

It’s full screen for FaceTime video calls (well, banner which then goes full screen), or if screen is locked though.

Also, if you mis-tap the banner, it will go full screen. You have to hit the answer or reject buttons dead centre.
 
Does anyone else find that tapping the answer button doesn’t work? I get taken to the app and have to press answer again. Is this a bug?
 
My iPad still gives me a full screen call notification when I get calls on my iPhone. There was a bug in iOS 13 where even if I had send unknown calls to voicemail on my iPhone (which it did), my iPad would display the call full screen with no option to dismiss. This appears to still be happening to me. :/

I don't get too many (happens once or twice a week) so it's not killing me but... lol.
