So I just noticed this. I went to update apps like MS Word and I got the 100MB warning but it downloaded any way. Apparently apps can now choose to allow incremental downloads over 100MB. Interesting. I guess with Too offering unlimited data it makes sense.

Delta updates have been available for years now. When you go to the update pane in the App Store, the size of the app listed there is the full download version, not the update size. When you click update and if the original app size is over 100MB, you get that pop-up, but if the app update itself is under 100MB it will continue the download. If the app update is over 100MB, the download will pause until you are connected to WiFi.
It's rather strange that it gives you the pop-up based on something other than the actual size of what it will download. Seems like it would or should know the size of what it downloads at that point and either show the pop-up if it won't download it or just proceed as usual if it will.
I think it has something to do with App Splitting. The file size shown in app store for the full size download is also different than that that is actually downloaded. For example, there is an app that I downloaded last week, it was a 125MB. I got the pop-up saying it was over 100MB but it downloaded anyway because the full app was like 93MB after App Splitting occurred.
I think that once the App Store examines the device you are using it then figures out how much is needed to download regardless of wha the App Store claims the app is. I do agree, its confusing and could probably be fixed.
