Indesign print 2-up

I have multiple page document in Indesign that's 7" x 4". I want it to put 2 per page on 8.5"x 11". How do I set that up in Indesign, I can't seem to find the option for it.

create a new document that is 8.5x11 and paste in your 7x4 document and then duplicate it and drag it next to it.

rather than paste, I would Place the InDesign document. This way if you make any changes to the original, you still have a 2up version ready to go.
