Individuals dual to Family plan on Apple music

So I want to upgrade from an individual plan to a family plan for Applemusic. I followed the instructions but it just goes in a big circle.

Switch to family plan
Finger on button
Confirm 3 digits code on card
Confirm

And then it starts all over again. What am I missing?
