I finally figured out why a few of my songs were tagged as "ineligible" in my iTunes library even though they were encoded at 128 Kbps (not 96Kbps or less). When I was checking the info on one of the ineligible songs, I noticed that it had been added to iTunes under an older Apple ID of mine. I checked another ineligible song and sure enough, that one had been added under an even earlier Apple ID of mine. I'm sure Apple thinks they've caught me trying to load stolen music, and my guess is that it hasn't yet occurred to them that someone would legitimately change their Apple ID as a result of an ISP being bought out (which happened to me once) or moving to a new neighborhood not served by the previous ISP (which also happened to me once). Has anyone had any success in getting this corrected?

It largely has to do with the DRM assigned to your previous account. They should be MATCHED if you know the username and password and authorize iTunes.
Some time ago, I changed my AppleID for various reasons. At the time, I had already bought a considerable amount of songs. But ID was changed, the previous songs still played, but still were marked as being bought by my previous AppleID. All were successfully matched.
I have changed my email several times over the years due to different email, there is nothing logical or reasonable about discarding and creating a new AppleID and pissing away or discarding previous purchase history.
Protip, ,a measly $10/yr or less for domain hosting, and free email hosting with Google Apps and you'll never have to worry about that again.
Even better, just change the email address on the AppleID and you don't have to worry about any of that (plus Gmail isn't exactly going anywhere, so no need to pay for a domain).
