Beside the MacPro, what other devices do you have (to create DVD installer)?
Or you can just buy an original DVD from online source.
If you can live with OSX 10.11.6 El Capitan, I can send you the link to download a disk image. You then just need to restore the disk image to a physical disk on a working Mac, then transfer that disk to the MP2,1.

I installed OSX El Capitan on my MP that way. I purchased the MP2,1 with OSX Lion pre-installed. I downloaded the disk image and restored it to another HDD in the MP 2,1 from within OSX Lion.

1. Use another Mac (cannot be a PC) to download a Snow Leopard installer and use the ASR (Apple Software Restore) command in Terminal to flash the image onto a USB flash drive.
2. Buy a Snow Leopard install DVD off of eBay or some local marketplace.

In my experience, I haven't been able to flash a Snow Leopard image from a PC which is detected by the target Mac, not even the modern Disk Utility (El Cap+) works that well at flashing images. Thankfully, Apple kept the restore command from the old Disk Utility in Terminal so that you can flash OS X images to USB drives. I've found ASR works every time I do it.
