Run installation again and select Server utilities in the customise dialog.

Be aware that server utilities seems to be incredibly buggy. I couldn't get the web server up and running with it, so I had to reinstall without them.

I'm a bit confused, does this mean I have to reinstall everything?

I see that they have removed the option for sharing files via FTP as you could under Snow Leopard. I figure I can do that with the server utilities?
