Installation PROBLEMS NEED HELP PLEASE!!!!

I am running OSX 10.3.9 and all of a sudden I can no longer install programs. I log in under my admin account, the program seems to install right all the way until the end, then I recieve a message saying there is an error or that I do not have sufficient privledges. I tried making a new admin account and the same thing happens. PLEASE help, I can not even do software update, the same thing happens. I appreciate any help I am desprate!

Have you gone to Disk Utility and repaired permissions?

This definitely sounds like a permissions problem. As Chundles said, Disk Utility and repair permissions.
