I recently wiped my hard disk and installed Tiger again, and had couple of issues but really annoying one is, AppleWorks has disappeared. How do I get it back, and why has it gone?

In your head.
Insert the restore disk for your computer, and look for the "install additional software" icon, or equivalent.

To install optional packages from the Mac OS X install discs:
Insert one of the software install discs into your computer.
Double-click the package file to open the Installer application. The package file icon looks like a box.
Follow the on screen instructions. When you see the Customize button, click it.
Check the boxes next to the items you want to install. To see a description of an item, click the item.
Follow the on screen instructions to finish the installation.

OSX (any of the upgrades) is just that, the OS only. Your restore disk has the original software that came bundled with your mac. There are numerous reasons why they don't include Apple works with Tiger, the least of which is that it is a stand alone product, and was replaced by the iWork suite. If you are having trouble getting the reinstall to work, then you might look to something like open office in the short term. You will have to install X-Code, but that is on the Tiger Disk.

It doesn't come on PBs?
It doesn't really matter to me, because I have word, but I've never used AppleWorks and I want to try it.. :p

Nope Appleworks only comes with the Consumer products, iMac's and iBooks.

If you already have office, not much, it has some templates for newsletters and things but office has the same deal. It's just a good alternative if you don't feel like shelling out for office.
