Installing 4.0 Beta in iTunes on Windows 7

Im about to install 4.0 on my daily phone, as ive created apps that could do with the new features. What im getting at is can i install it on windows, i have heard I will get ERROR 13, i don't have access to my mac at the moment, can i install it on my phone through windows 7.
