You must have downloaded the wrong one. Try this one: http://gimp-app.sourceforge.net/ Or you could go with GIMPshop: http://www.gimpshop.net/ GIMPshop is just a nicer GUI of GIMP. You will need X11 installed to run it. You will also need the BSD subsystem, you can install both those things from your OS X install disks. But there is a good chance they are already installed.
I didnt have x11 installed so i downloaded it from the apple website but when i was installing it is said that i cant because newer software already exists on my computer. what do i do now?

Barring finding your Tiger install discs or going out and buying another copy I think your kind of stuck as I have yet to hear of a place to download X11 for Tiger. You could always try another image editing program. Seashore is pretty good, it doesn't have as many features/plugins as Gimp, but it is based on Gimp and is free as well, and it doesn't need X11 to run.
