macOS Installing Xcode - (am I an idiot?)

I just got my macbook today. I downloaded the latest version of xcode. I am just given 2 packages and 2 folders with lots of packages. I have been just double clicking on every package to install...

Is there an easier way?

Will one of these packages have the IDE?

Am I an idiot (or is this part of the windows -> osx learning curve)?

Installation instructions for Xcode 2.4.1
1) Boot into Mac OS X.
2) Insert the Xcode Tools DVD or Xcode Tools CD 1, or mount the downloaded DMG
3) Double-click on XcodeTools.mpkg, located at the top-level of the installation media.
4) Follow the instructions in the Installer. If you need to install CHUD, WebObjects, the Mac OS X 10.2.8
cross development package, or the Java 1.4 Reference Documentation, you must select "Custom
Install", and check those packages.

Then go to /Developer/Applications and launch Xcode.app
