My phone would always show up automatically for hotspot connection without me having to turn it on in iOS 8. After upgrading yesterday it no longer shows on any of my iPads or macbook. Anyone else having this? I have to go manually turn on my hotspot which I find very annoying.

I have T-Mobile and I use (used?) Personal Hotspot all the time with my iPad. I've never had any trouble. That has all changed with iOS9. Either my iPhone is not sending out a signal (Hotspot is turned on) or my iPad can't detect it. They are sitting inches apart. My iPad is picking up nearby wireless networks.

I just cancelled my 6s order.

Not sure why this problem and your 6s order have to do with each other. I can still use my phone as a hotspot, just need to manually activate it so it's a couple extra steps. I also presume it will be fixed if there isn't an easy solution. And we don't know if the 6s will have this problem.
 
I just checked mine, and it works like iOS 8 did.

iPad Air 2 and iPhone 5S. iPhone is in the other room with hotspot turned off, check in wifi settings on the iPad and it pops up.

You are right. With a little bit of work, I was finally able to get my Hotspot working. Don't know why upgrades can cause these types of problems. I guess they are pretty complex.
 
My hotspot (9.0 and 9.1 betas) has worked fine with no issues - apart from occasionally getting a "failed to start hotspot" message as the connected icon appears as it connects just fine.

But
I do have a general issue with this hotspot feature in that it doesn't connect automatically if not in range of a wifi network. Would it really be so difficult to set it up so that if no wifi is found it just pops up "Connect to Hotspot: Grumpy's iPhone? Yes/No"? Having to open settings, go to wifi, wait for the hotspot to appear, then tap it each and every time I want to tether to my phone annoys me no end. Especially since known wifi networks are just joined with no questions asked. Putting the popup up would just be a one step yes/no for anyone wanting to connect or not.
 
My hotspot was playing up to iPad Air 2 wouldn't connect (still doesn't) to my iPhone 5s the work around that solves it for me is, I need to change the name of my phone in
settings>general>about (change name)
And then it connects no problem does for now until they sort it I guess
 
No problems at all with Instant Hotspot on iOS 9. I could never get it to work on iOS 8. iPhone 6 Plus and iPad Air 2.
