Instant hotspot - not working?

Running the final public release of Yosemite (15" retina MBP late 2013), and just updated my iphone 6+ to 8.1, and instant hotspot isn't working...

The old method of using hotspot (manually enable hotspot on the phone, wait aaaaages for the hotspot to appear in the Wifi menu) does work, but the method shown in all the Yosemite screenshots from Apple doesn't work - there's no separate "Personal Hotspots" section in the Wifi menu and you can't create the hotspot from laptop.

Any tips on how to get it working?

For the record: mine started working when I logged out of iCloud on my MacBook and logged back in.

Make sure Personal Hotspot in Settings is OFF or it will connect via Personal Hotspot, not Instant Hotspot.

Someone needs to teach these engineers English...

Any reason why a mac air 2012 running Yosemite and an iPhone 5S running 8.1 wouldn't show the hotspot in the new way?
