I am looking to replace my 2012 Mac Mini i7 with a 2018 MacBook Air i5. I would mainly use it for browsing the web and exporting Mini DV tapes SD and HD from Premiere Pro or FCPX.

How much slower will the i5 dual-core be?

Looks like single-core performance is actually a bit better.
Multi-core is slightly worse, 15-ish percent or so.

Get the MacTracker app, it has Geekbench benchmark-number for everything.

I can get a brand new never opened MacBook Air 2018 128 GB for $1300 Canadian or I can buy a refurbished for $1400. What is the better deal?
 
Looks like a good price. My guess is that due to the increased single-thread performance and the massively faster SSD, it will feel very fast in everyday use.
