I'll be quick about this but hope someone has some knowledge on these topics.

How does the new on board video rate compared to the 3000 version and what are its advantages?

For those that run PLEX or XBMC - any advantages with this 4000? Does it handle 23.x frames better?

I know that one of the 5400 rpm tb drives is supposed to be relatively fast and rivals 7200 rpm 2.5" drives. Is this the one that Apple is using? Any thoughts as to the reason Apple went with 5400 rpm drives across the board (other than to promote their Fusion and SSD drives)?

The 5400 drives are cheaper and readily available in large sizes. The new models are quite speedy but the new 7200RPM drives and hybrid drives are faster still. They are also thinner so they allowed the "thinning" of the iMacs. The HD4000 is considerably faster (up to 30%). Don't know about film speed playback, however.
