Although it is set to the highest input level, I cant hardly hear it when I play it. The meter, when talking into the mic, only goes up about 25%.

Most applications that let you use the mic have a slider control. This control allows you to increase the input volume. What app are you using?
Take a look in System Preferences > Speech > Speech Recognition (tab) > Settings (tab).
Right on the first line (Microphone) select Internal and click on calibrate. Adjust the slider as necessary.

I calibrate it and it almost goes to the middle of the green, with the slider all the way up. When I go to Skype, or Audacity, I barely get any input. I can hardly hear it.

I have to hold my mouth about 4" away from it to be heard. Makes for an interesting video chat. I could yell, but I would have to yell loud. I dont like to abuse my voice though.

If getting it checked out by a pro is an option, you should do so. I can be 6 feet away from my iMac or MacBook and still be heard without issue.
Thats probably my only choice left. Problem is that it will be gone for about 4 weeks, to get this done. No way to get it shipped out of here, unless I pay full price. Apple wont do it, even with warranty.
The nearest shop is 120 miles. Then he has to diagnose and order parts. Parts dont get here very fast. Last time this was in, it was the superdrive. 4 weeks+ before I got it back.
Wow.. that's terrible. Here in BC we don't have any real Apple Stores. We have "Authorized Resellers/Service Centers". When the superdrive died on my mini, the local one had it replaced in the time it took me to grab a coffee (like 15min). All under warranty, and with cheery service I might add.
