I am currently JB on my 5S 7.1.2. I'm giving this phone to my wife who needs it to not be jailbroken (per her work) but she also can't be on iOS 8 (per her work). Is there a way to restore from her backup through iTunes, wiping all my data off of the phone, without going to iOS 8?

You cannot remove a jailbreak without restoring. Apple may no longer be allowing restores to iOS 7.

Like Intell said you cannot go to stock ios unless Apple is still signing 7.1.2
If they are then you can point the phone to the stock 7.1.2 by using shift or option and clicking restore with itunes.

ios 8 is not as traceable as ios 7. Apple actually might get in trouble with the cops about this. It doesn't allow companies to track it as easy.

I doubt a company would tell their employees don't install ios 8 cause its not as traceable as ios 7.
Also I wouldn't buy that bs that ios 8 is unhackable and Law enforcement or agencies cannot get into it.
Its all bs, the NSA and government agencies have access to everything they want to get into if they really want to.
Not regular local cops but higher up agencies like the NSA, CIA, FBI etc..

It's because her IT department has not yet upgraded their software for iOS 8. They're usually a few days behind.
 
Oh, they'll probably get to it soon then.
In the meantime I believe iOS 7.1.2 is still signed so give that a shot before the window closes.

How do you do that if when I restore it says "restore and update." Is there a different process?
 
Yes, different process.
Download the 7.1.2 ios firmware file for your phone model here and scroll all the way down of the page till you see 7.1.2:

Then once its downloaded open itunes while your iphone is plugged in.
hold down the shift button and click restore. If you're using a mac hold down the option button and click restore.
It will then let you select the .ipsw you want to install. Just point it to where you saved the 7.1.2 file that you downloaded earlier.
