I have a 2019 MacBook Pro running Monterey. Every so often when I enter a URL or click on a link the progress bar stalls and the page doesn't load in Safari. It just seems hung up. When this happens, Firefox is similarly affected. Testing internet speed shows that is not the problem. Generally if I wait long enough the page and others load as expected. The only thing that seems to help right away is doing a reboot, after which things are always back to normal.

Any suggestions? Does it sound like a Mac issue or something to do with the internet provider?

You can do some troubleshooting by going to Safari preferences > Advanced and check the box at the bottom to show the Develop menu. Then the next time this happens, go to the Develop Menu > Show Web Inspector. The error messages (if any) may shed some light on what is happening.
